Tentative Agreement Reached in Unit 18 Lecturer Bargaining

We Have a Tentative Agreement!

Last night at approximately 7:00 P.M., The University Council of the American Federation of Teachers reached a tentative agreement on the final articles of the MOU between the University of California and the Non-Senate Faculty who are represented by UC-AFT. We have finished bargaining, except for your ratification vote.

Dear colleagues,

UC-AFT is happy to announce that our membership ratified our tentative agreement. The vote was overwhelming in favor of accepting total salary increases of at least 11.2% over the next 30 months, improved protection for pre-continuing lecturers, and payment in lieu of retirement benefits to many lecturers who are denied participation in the university pension and even in Social Security.

Bargaining Update #19 January 28 and 29

It has been a long time since our last bargaining update. The parties took the Winter break off, and the first two weeks of a quarter are always hectic, so none of our team could meet with the UC then.

The team first met the UC January 19, 2016. At that meeting, both parties began moving towards a final agreement, and the final compensation package began to take shape. Significantly, the UC began to listen seriously to our strong belief that those who teach part time also deserve employer contributions towards their retirement.

After 12 months of negotiations, the UC still hasn't put in writing serious proposals on salary or responded to our proposal that everyone should have retirement benefits. UC's core teaching faculty are now working without a contract. We call on President Napolitano to bring UC's team back to the table with serious proposals for a fair contract. Stabilize appointments of the most precarious lecturers. 

• Increase access to retirement benefits for part-time lecturers.

• Lecturers deserve a fair salary increase that reflects their essential contribution to UC's educational mission.  

UCB and UCI Rally for a Fair Contract

UC-AFT Locals continue to organize in support of a fair contract for non-senate faculty at UC.  On November 18, Local 1474 at Berkeley held a huge rally with about 250 people in attendance and faculty, staff and student speakers giving incredible speeches in support of stable appointments and fair benefits for lecturers.  Check out the video on UC-AFT's YouTube page.   On December 4, Local 2226 at Irivine held an informational picket with a UCOP who stole Christmas theme.

Special Bargaining Notice: Out of Contract

Starting today, December 11, 2015, Lecturers and all other NSF in Unit 18 are working without a contract. Most of our old contract still applies because we are in “status quo.” However, grievances we file can no longer be arbitrated.

Bargaining Update: No More Extensions; Take an Incomplete

Last post, I used the metaphor of Finals Week: everyone was desperately trying to finish all their work. Unfortunately, like those students who “try really hard” but end up turning in only the first three pages of their required seven-page research paper, the UC couldn’t write up its positions by Wednesday afternoon.

UC-AFT Advice on Library Winter Closures

Winter holiday library closures have become more common in recent years, and represented librarians should be aware of the full range of options they have in responding to closures. 

Some key points:

  • represented librarians do not have to take vacation time during holiday closures, and have a guaranteed right to request alternate work arrangements

  • the represented librarians contract (the MOU) provides for this

  • interested librarians will need to formulate a work plan and submit it for approval
