Workload and the Statement of Responsibilities

Due to budget cuts and reorganizations, workload is a growing concern for librarians. Fortunately, the Unit 17 MOU contains protections from an excessive or unreasonable workload in Article 7 Assignments, Transfers and Reassignments:  

Key Points about the New Rank and Point Scale

  • Phase One, effective November 1, 2013, was a normalization of the percentage difference between every step in the scale. This was implemented in December 2013 on most campuses.
  • Phase Two is the migration to the new point scale at your next merit review.  You will first move to the next higher point on the new scale, then move the number of points awarded. All librarians should be on the point scale by July 1, 2016.

Access to Continuing Appointments Article 7a.C.1.

A recent comparison of the size and composition of our units revealed that over the last year pre-six lecturers have taken the brunt of the budget reductions affecting our members.  This column addresses the impacts of these cuts on access to continuing appointments for pre-six lecturers and provides some information on the rights of those lecturers who are approaching their excellence review.  

Re-employment Rights

Many of our lecturers on continuing appointment have been laid off or reduced in time over the last year.  It is important for all lecturers to understand the reemployment rights granted under Article 17 of the Unit 18 MOU so we can help ensure that our colleagues benefit from those rights when funding and courses are restored.

Sixth Year Excellence Review

In 2003, UC-AFT negotiated the end of UC's practice of hiring lecturers on three year contracts after six years of teaching.  The new contract language established the excellence review process and the continuing appointment upon successful completion of the review.  While the review is often referred to as the "Sixth year review", it is in fact the 18th quarter or 12th semester review.  For the review to be initiated, a lecturer must reach the year in which their 18th quarter or 12th semester occurs in a single department.

Unemployment Benefits for Non-Senate Faculty

Non-Senate Faculty (Lecturers) are eligible to collect unemployment during breaks between quarters or semesters and over summer break.  The legal basis for eligibility is the fact that NSF do not have "reasonable assurance" of employment when the quarter or semester begins. 

Unit 18 Professional Development Fund

In 2003, UC-AFT negotiated the establishment of a pool of professional development funds to be used solely by members of Unit 18. UC contributes annually to the fund based on the full time equivalent of lecturers on each campus in 2003.  The UC-AFT local on each campus appoints members to a committee that writes the fund guidelines and an annual call for proposals.  The committee also awards the grants based on the merits of the proposals and availability of funds.  Each campus has a unique system and timeline.

New Wage Increase for Lecturers and March 7th Bargaining Update

UC-AFT Unit 18 members will be getting a 3% wage increase on July 1st, 2014! This is because our bargaining team included a “me too” clause with faculty salaries, and they are getting this deal.

Professional activities outside of the university are essential to the work that we do to keep UC libraries at the forefront of the great research libraries.

Our new contract strengthens our professional status in three key ways: 

Merit Increases and Acceleration

Accelerations (where the review was on schedule, but you skipped a step or more) exist in a different form under the point system.  Instead of an acceleration, one simply requests a greater-than-minimum number of points.  There is no maximum number of extra points you can request.
